 ASSEMBLY BILL 68, the Car Buyer’s Bill of Rights, effective July 1, 2006 was established to protect consumers, especially low-income and non-English speaking shoppers.
 In February 2007, DMV issued a memo to auto dealers reminding them to make contracts available in the five major foreign languages in the state.  DMV has reported a rise of complaints from buyers who aren’t receiving proper contracts or disclosures that are mandatory of car dealerships.
